Barry Baughier, Senior Managing Consultant  
Mr.Baughier joined PFM in 2009 and is based in the Austin, Texas office. Mr. Baughier has over 5 years of experience working with local governments throughout Texas including cities, counties, school districts, universities, colleges, as well as special districts. Mr. Baughier assists his clients in identifying both short-term and long-term investment options, while working with client portfolios ranging from $10 million to over $1 billion. Mr. Baughier has helped structure clients' portfolios for bond proceeds investing, tax anticipation notes, and contractual obligations. He also assists clients with cash flow forecasting in order to add value to portfolio performance.

Mr. Baughier earned a Bachelor and Master's degree from Texas A&M University-Commerce. Mr. Baughier currently holds FINRA Series 6 & 63 licenses.

 
Ken Couch, Senior Management Consultant 
Mr. Couch has over 20 years of experience in working with local governments throughout Texas, becoming familiar with state investment statutes. Over the years, he has teamed with various governmental entities ranging from counties, cities, school districts, universities and colleges, as well as special districts. Mr. Couch supports his clients in identifying fixed-income investment options, while working with client portfolios ranging from $1 million to over $1 billion. He has helped structure clients’ portfolios for their operating, reserve and capital project funds investing. Mr. Couch also works with government entities with their OPEB liability investing.

Mr. Couch is a member of the Government Finance Officers Association (GFOA), Government Finance Officers Association of Texas (GFOAT), Government Treasurers’ Organization of Texas (GTOT) and Texas Association of Business Officials (TASBO). He has provided PFIA training courses throughout the State of Texas with subjects ranging from Cash Flow Forecasting to Implementing Investment Strategies. Mr. Couch holds FINRA Series 6 and Series 63 licenses.

 
Ed Polansky, Key Account Manager 
Ed Polansky joined PFM in 2013 as a Key Account Manager for PFM’s Client Service Group. Ed’s primary responsibility is to coordinate the efforts of the customer service team in everyday functions such as client administration, onboarding, and marketing support. He also serves as a client advocate providing a “high touch, high value” experience, whatever the client’s additional needs may be.

Prior to PFM, Ed worked at Vanguard for 16 years, most recently serving as a Client Relationship Manager where he managed a personal “book of business” of institutional clients.

Ed holds a Bachelor of Science Degree in Business with a focus in Finance from Rider University. He also holds a Masters in Business Administration from Pennsylvania State University. His credentials include Series 6 and 63 registrations with the Financial Industry Regulatory Authority (FINRA).

 
 
Rachael Camacci, Client Consultant  
Rachael Camacci joined PFM Asset Management LLC (PFMAM) in 2012 and is a Client Consultant for PFMAM's Client Service Group.  Rachael's primary responsibility is to provide customer service in everyday functions such as onboarding and new client administration.

Rachael earned her Bachelor's Degree at Millersville University and currently holds FINRA Series 6 and 63 licenses.

 
Nelson Bush, Managing Director 
Nelson Bush is a Managing Director at PFMAM. Mr. Bush has overall responsibility for managing TexasTERM, ensuring that investors receive the highest level of service, reports to the participant advisory board. Mr. Bush holds Series 6, Series 63 and Series 52 licenses with the Financial Regulatory Authority (FINRA).

 
 
Marty Margolis, Managing Director 
 Mr. Margolis is responsible for overseeing all of PFM's investment management engagements. He is a pioneer in developing pooled operating funds and bond proceeds investment programs for public agencies. Prior to founding PFM's Investment Advisory Group, Mr. Margolis served as Special Assistant to the Governor and Director of Program Development in Pennsylvania. Mr. Margolis holds a BA in History from University of Pennsylvania and was a Social Sciences Research Fellow at Harvard. Mr. Margolis holds the following FINRA licenses: Series 6, 26, 52, 53 and 63.
 
Michael Varano, Managing Director 
Mr. Varano is responsible for managing fixed income portfolios, including TexasTERM and other PFM short-term investment pools. Prior to joining PFM, Mr. Varano was a Cash and Investment Manager at Pennsylvania Blue Shield and Geisinger System. He holds a BA in Business/Accounting from Bloomsburg University, Bloomsburg, Pennsylvania. Mr. Varano holds the following FINRA licenses: Series 6, 52 and 63.
 
Kerri Staub 
Kerri Staub is a Senior Managing Consultant of PFM Asset Management LLC (PFMAM) and a Portfolio Manager in the firm's investment advisory practice. She has been with PFMAM since 2007 and is also currently a member of the Credit Committee. Kerri works with senior portfolio managers in the management of nearly $20 billion in short-term fixed income assets for public entities throughout the country. She is responsible for developing strategies, allocating assets, and capturing value in the one year and under sectors of all money market securities, including evaluating and executing security swaps in order to generate additional yield for the programs.

Ms. Staub holds a Bachelor of Science in Business Administration degree from Pennsylvania State University.
